Yosef Schiff: Experience
Yosef Schiff brings a uniquely intellectual approach to appellate and regulatory litigation—shaped by a deep curiosity, a love of precision, and a rare ability to map out entire statutory frameworks and spot subtle gaps in statutory schemes.
Before joining Hilton Parker LLC, Yosef was an attorney at the Ohio Division of Financial Institutions, where he helped shape and modernize Ohio’s consumer finance regulations. He drafted and revised administrative rules and legislation, and played a key role in maintaining statewide legal compliance.
Prior to that, he spent five years at the Ohio General Assembly, drafting hundreds of bills governing finance and commerce. He was known for distilling vague legislative ideas into precise statutory text—sometimes with only hours of lead time.
Yosef also served as an Assistant Attorney General at the Ohio Attorney General’s Office, where he prosecuted liquor and gaming violations, wrote dozens of briefs, and achieved a flawless appellate record.
At Hilton Parker LLC, Yosef focuses on state and federal appellate litigation, regulatory strategy, and statutory interpretation. He thrives on thorny questions, ambiguous laws, and the kind of legal puzzles that reward thoughtfulness over flash.



Where the Academic Meets the Practical
Yosef graduated from the University of Cincinnati College of Law, where he was Editor-in-Chief of the Immigration and Nationality Law Review and Senior Articles Editor for the Human Rights Quarterly. He double-majored in Philosophy and Political Science at The Ohio State University.
With his academic bent, he approaches legal problems the way a mathematician approaches a proof: methodically, skeptically, and always with an eye for elegant solutions. He is known for asking the question no one else thought to ask—and then answering it with clarity and force. Whether unraveling an outdated statutory scheme or stress-testing an opposing argument, Yosef combines sharp analysis with a deep respect for structure, logic, and language. His talent lies not just in knowing the law, but in understanding how legal systems are built—and where they crack under pressure.
Government Ethics
Yosef’s commitment to ethical government and intellectual rigor is evident in his published work. He authored the chapter “From Watergate to Pancakes: Ethics in the Ohio General Assembly,” published in Society, Ethics, and the Law: A Reader (Jones & Bartlett Learning, 2021). The piece explores the evolution of Ohio’s legislative ethics rules with clarity, depth, and wit.
